Who is accountable with City code inspectors allow the violations?

After moving into my home I noticed the walls were un square. They look like a fun house (with mirrors). The sheet rock has bow and dents. The dry wall looks like an adobe(mud house).There are numerous code violation that the city allowed. No metal stripping above door and windows to support the brick and we are on the New Madrid Fault. My hard is built up land fill and clay. I have no drainage. Even my sod is dying from mushy places
